Program Overview    

    The Department of Energy (DOE) is currently accepting applications for the Industrial Assessment Centers (IAC) Program. The program creates opportunities for students and workers by funding projects that create pathways to high-quality careers in energy infrastructure through the development of new Industrial Assessment Centers (IACs) and Building Training and Assessment Centers (BTACs). DOE has made a total of $54 million available for this FOA through three topic areas: 1) IACs at Community Colleges and Trade Schools, 2) IACs at Union Training Programs, and 3) Building Training and Assessment Centers Program (additional award information is below). Topic areas 1 and 2 support the establishment of new IACs at community colleges, trade schools, or union training programs that facilitate an applied learning environment and hands-on training approach. Topic area 3 supports the creation of BTACs at institutions of higher education to educate and train professionals in energy-efficient designs and operations. The application process includes two phases: a Concept Paper phase and a Full Application phase. Each Concept Paper must be limited to one IAC or BTAC project, either of which could include multiple institutions, or an IAC and BTAC co-located with one another.

Topic Area 1: IACs at Community Colleges and Trade Schools 

Number of Awards: 12-65 

Anticipated Minimum Award: $450,000  

Anticipated Maximum Award: $3,000,000 

Total Federal Funding Available: $35,000,000 

Period of Performance: 3 Years 

Topic Area 2: IACs at Union Training Programs 

Number of Awards: 1-15 

Anticipated Minimum Award: $450,000 

Anticipated Maximum Award: $9,000,000

Topic Area 3: Building Training and Assessment Centers Program 

Number of Awards: 8-10 

Anticipated Minimum Award: $950,000 

Anticipated Maximum Award: $1,100,000

Eligibility    

Eligible Applicants for each topic area are the following domestic entities:  

Topic Area 1: IACs at Community Colleges and Trade Schools 

  • Community colleges or Community College Systems

  • Trade schools 

Topic Area 2:  IACs at Union Training Programs 

  • Union Training Programs administered by:  

    • a union or group of unions certified by the National Labor Relations Board or  

    • a Joint Apprenticeship and Training Committee   

Topic Area 3: Building Training and Assessment Centers Program 

  • Institutions of higher education 

  • Tribal colleges or universities 

 

Eligible subrecipients for all topic areas are the following domestic entities: 

  • Any institution eligible to be a prime recipient 

  • Other institutions of higher education; 

  • For-profit entities; 

  • Non-profit entities; and 

  • State, local and tribal governmental entities 

Note: DOE is only accepting new applications under this FOA. 

 

Cost sharing is not required under this FOA but encouraged.
