International Paper Awarded $46.6 Million Through Industrial Demonstrations Program
DOE Funding Will Support Membrane Technology to Decarbonize Thermal Process

Washington, D.C. — Capitol Funding Solutions (CFS) is pleased to announce that International Paper (IP) was awarded $46.6 Million through the Department of Energy’s Industrial Demonstrations Program (IDP). Notably, IP was the sole awardee for a pulp and paper decarbonization project. The funding will improve energy efficiency at IP’s Mansfield, Louisiana site by using a novel membrane-based technology process instead of heat. This technology is highly replicable for many applications, including chemicals and critical materials.
ABOUT THE AWARDED PROJECT:
Project Title: Decarbonization of Black Liquor Concentration Through Membrane Separation
Project Location: Mansfield, Louisiana

International Paper and Via Separations (Via) are partnering to decarbonize a thermal process at IP’s Mansfield, Louisiana site using Via’s novel membrane-based technology. This transformative, energy-efficient membrane technology will contribute to a 75% reduction of carbon dioxide emissions per gallon of clean water removed during pulp production. Upon completion, the facility will be the first to commercially deploy an energy-efficient black liquor concentration system in the United States. The project will demonstrate the potential for Via's membrane technology to scale across 130 domestic pulp and paper mills and diverse industrial sectors, including chemical manufacturing. In addition to its environmental benefits, the project underscores IP and Via's commitment to being valuable local partners. A robust Community Benefits Plan is in place, featuring initiatives such as STEM curriculum development and community-driven investments to promote local education and workforce development, ensuring the sustainability of IP's 700 direct and indirect jobs at the Mansfield site. Funded by the Bipartisan Infrastructure Law and Inflation Reduction Act, the IDP received $6.3 billion to support the advancement of transformational technologies necessary to decarbonize the U.S. industrial sector. The program aims to address the highest emitting and hardest to abate industries where decarbonization technologies can have the greatest impact, while also creating economic opportunities and reinforcing American global manufacturing leadership.
