Corning Inc. Awarded up to $32 Million to Boost Semiconductor Supply Chain

CHIPS Incentives Program Funding to Expand Critical Material Production in Canton, NY

Washington, D.C. — Capitol Funding Solutions (CFS) is pleased to announce that a proposal written on behalf of Corning Inc. has been awarded up to $32 million in direct funding through the CHIPS Incentives Program for Commercial Fabrication Facilities. The funding, provided by the Department of Commerce’s (DOC) CHIPS Incentives Program, will support the expansion of Corning’s critical material productions at its Canton, NY, facility, enhancing the U.S. semiconductor supply chain and reinforcing national technology leadership. 

 

ABOUT THE PROJECT

The proposed funding will support Corning’s expansion in Canton, New York, enabling one of the region’s largest industrial employers to ramp up their HPFS Fused Silica and EXTREME ULE Glass production. These advanced materials are crucial to deep and extreme ultraviolet (DUV and EUV) lithography equipment, essential in the production of cutting-edge semiconductors. Corning’s new manufacturing technology will elevate EUV performance while reducing environmental impact, reinforcing a robust U.S. supply chain and supporting the nation’s technology leadership. 

Expected to generate over 300 jobs, this project represents a strong commitment to local economic growth. Corning’s partnership with United Steelworkers Local 1026 and the Bricklayers and Allied Craftworkers will aid in recruiting and retaining skilled workers, while the company’s new apprenticeship program will support long-term career pathways. Additionally, Corning’s $300,000 annual investment in the St. Lawrence County Childcare Training Program aims to strengthen childcare support in the region, aiding both current employees and future talent. This initiative will also align with the Upstate New York Investing in America Workforce Hub to equip New Yorkers with high-paying roles in the semiconductor supply chain, enhancing the regional workforce ecosystem.

The Department of Commerce’s CHIPS Incentives Program for Commercial Fabrication Facilities is a $39 billion program to revitalize the domestic semiconductor industry. The program seeks applications for projects exceeding $300 million to construct, expand, or modernize commercial facilities to fabricate leading-edge, current-generation, and mature-node semiconductors.
